To improve handling the layers it is necessary to add a new window similar to Navigator (F5) which will show (and let to change) all layers, their status, order, visibility, (opacity) etc... Similar functions as in Gimp for example.

This is a valid request. Currently only the property 'visible' has an easy, one click access.

The integration of a layer control for the navigator is an excellent idea (Bug 90244), but in addition, a replacement for the control layers through tabs currently have in LO Draw is necessary. 

An alternative method that can be used by switching the page pane with a very similar ui to other drawing applications like GIMP, Inkscape, Photoshop, Corel Draw, etc. 

There are many reasons to be, as the familiarity of users having a "typical" layer control, a simpler option than that obtained with the navigator (typical power users), etc. 

I'll make a small mockup to show this idea.

Mockup

A simple mockup of how the alternative layer manager might work, in addition to other interesting elements to consider.

Based on my experience as a user, the navigator is only used by power users and in complex documents. A simple alternative, always visible and similar to that available in other drawing applications is important.

In the mockup:

• Layer tabs disappear and could give way to a default color bar
• it's used the page pane to toggle between page view and layer view
• Layer view has an interface similar to other drawing applications and only shows the layers of the current page

The problem with layers is that ODF defines it differently from what other tools understand. The concept is orthogonal to groups, which quickly ends up in a mess for non-experts.

The Navigator is not used today because it has some flaws. I would fix those rather then introduce new UIs. But in the end we will have the same interaction, I guess.

No need for further input from UX. Please revamp the Navigator, see also bug 90244.
