This is an old bug from:

Basically it reveals the default paper type preference can not be saved by LO.

The printers are defined locally as CUPS printers and display A4 as format

I have 
* uninstalled OO, 
* removed /usr/lib64/ooo* 
* removed ~/.ooo*

reinstalled OO 2.4.6.1

all documents (OO, MS-Office) including my own templates (page A4) are printed
as letter (unless I change it each time)

I tried to change the printer settings to A4 in
* File printer settings
* Templates Organize Commands Printer Settings
* Templates Organize My Templates Printer Settings

IMHO these settings are not written to disk as even after closing a word
document and reopening a new one with template A4 all printer settings are back
to letter.

@Yifan - as you are a developer I am marking this as NEW, if you want independent confirmation please ask and we'll do so :) We agreed today during QA call that bug reports made by developers can go straight to NEW and we'll only triage if specifically asked by developer.

Tested on OpenSuse 13.1, Writer lists Versjon: 4.1.3.2
Build ID: 410m0(Build:2)

The problem still exists. For me the paper size always went back to A4 (system default) after closing and opening a document.

So the settings show A4 but upon print they are printing as letter? Or the settings also show letter?

No problem here. Set back to NEW, if the problem still occurs for you.
