In word it is possible to edit the document body, the header and footer are protected.

In Writer, the whole document is read-only.

Now the whole document is editable, even the footer. There is no header.

Still true in 6.2 master. It would be nice to have a non-password protected version of this document. It looks like MSWord has very fine-grained control over what all can be protected. LO just has the basics. If true, this would require a decent amount of development. Marking it as an enhancement rather than a bug.

Can you help with that
