Problem description: 
incorrect formatting of xls file created in MS Office/Open Office
Steps to reproduce:
1. Try to open 1.xls in open office you will see open.png
2. Try to open 1.xls in ms office you will see ms.png
2. Try to open 1.xls in Libre office you will see libre.png

Current behavior:
Libre treats cell height as 0.45 cm thats lower than i expect.
Open treats as 0.58 cm, 0.79 cm

Expected behavior:
Exactly as in open office ms office

That behavior i can see in many my xls documents.
Thats really my signle reason for stopping using libre office.

I can reporduce that the text looks the same as the picture, I will set it to New

version 4.0.2.2

Confirmed I often see this bug, not only cell height but also cell width.

LO 4.0.3.3 (Win7 Home Premium 32bit)
