I have checked with 4.1.2.0.0+ the bug still exists.
I can confirm that odg file looks the same with attached image on LO 3.6.7.2 (Ubuntu 12.04 32bit). Perhaps a regression

I confirm same bug existing in LibreOffice 4.1.1.2 in openSUSE 12.3. My LibreOffice is downloaded from The Doucment Foundation site. I do not use the SUSE version of LibreOffice.
I believe this is a duplicate of bug 43533.
Yes I have tested with arch linux (64bit) 4.1.1.2 and I also comfirm that this bug is related to https://bugs.freedesktop.org/show_bug.cgi?id=43533
I confirmed it on Windows as well (x86 Version on x86_64 Windows) with the LO 4.1.1.2 and as stated in Bug 68886 , the problem does not occur in LO 4.0.5.2. After changing back from LO 4.1.1.2 to 4.0.5.2, I loaded a document which was last edited with version 4.1.1.2 and the problem did not occur. So the arrow properties seem to be saved, but not loaded properly.
