Does it yield any further errors or details, can you get more information from the system as why the download is blocked? Can you try downloading some other files from the page? I assume that your system in general blocks downloading MSI installers.

I’m closing as NOTOURBUG. While I haven’t used Forefront, it’s likely that (by this time) either the Forefront definitions have been updated, or the offending mirror changed its content; both circumstances could have mitigated the issue in the meantime. I’ve also corrected the wrong “Blocker” importance, which doesn’t apply here.
