Currently, it is apparently not possible to resize the pop-up window titled "Manage Conditional Formatting".
Steps to reproduce:
1. Format -> Conditional Formatting -> Manage
2. Try to resize pop-up window through usual mouse-to-window-border method
Mouse icon does not change to indicate ability to resize window, and attempts to click and drag anyway are futile.
Mouse icon should change to indicate ability to resize window, and user should be able to resize window as desired.
Operating System: Ubuntu
Version: 184.108.40.206 release
I suppose this is not a high-profile bug, perhaps only an enhancement, but man is it annoying to deal with on a small screen.

This one is not a high-profile, but for this one below it's high-profile enough:

reproducible with LO 220.127.116.11 also on Windows 8.1
eszkadev has converted this dialog to .ui format, which is inherently resizeable
Caolan McNamara committed a patch related to this issue.
It has been pushed to "master":
