I use an English windows but my system locale is set to Dutch (Belgium).
I chose to install LibreOffice Windows, version 4.2.0, English (US) but still the used interface language is Dutch. This used to be the case for the install wizzard since version 4.0, but the programs themselves were OK (=English), back then. In this version everything is set to use Dutch.

Confirmed with uninstall and reinstall with cleared user profile.
Language in options is correctly set to English but UI still displays Dutch (system locale)

Admin account settings are the same.
