Just compared two ODT documents in Writer with 64-bit build of 4.2.0.3 on OS X and saw that the Accept Change/Reject Change/Next Change/Previous Change commands in context menu are in English, although 4.2 is fully localized into Slovenian. So this seems a bug, strings are probably unlocalizable.
Strings are localizable (sw/source/ui/inc/misc.hrc), but build apparently uses the unlocalized version of this file.
