In the Time field control, when a default value is entered it does not display the correct time.

What time do you want to be displayed? You could chose a time, for example 13:15, and this time should be shown as default. Doesn't this work?

Or do you want the time be shown, when the data will be saved? Its impossible to show this time in a form. It should be defined as default while creating a table. So the time will be saved, when a new row is inserted and would be shown in the form after inserting the new row.

Why is it impossible to show a default time in a form? I can show defaults from other values, text, date, numeric, why not time? I just want the time to be defaulted to an evening time 16:00. But when I open a form it seems to choose the default time randomly. At the moment I'm getting 18:00, but I've previously gotten 12:00, 7:00 and 17:00. I'm fine with it being 18:00 as its fairly close to what I need, but I'm not sure why it isn't the time I've set.

You have chosen a value and that value doesn't appear? Thought it could be you wanted to see the value for the time (like the clock on your desktop for example) in the moment you open the form.

I have tested to set the time to default, for example 13:15. Works as expected. Shows 13:15, when I enter a new row.
Can't confirm this bug with LO 4.2.3.3 and OpenSUSE 64bit rpm-Linux.
You have installed the first released version of LO 4.2. Could you please update LO to a newer version of this feature-release and test it again?
Could you add an attachment where it doesn't work?
