Calc has character setting UI.
however, Writer has not character setting UI.
Need a change Character setting UI in Writer.

Steps to Reproduce:
1. unzip a attachment file(include few text files)
2. Start LibO
3. Create "Writer Document"
4. drop a text file (e.g, EUC-JP.txt)
5. appear Insert Section Dialoge
6. click "Insert"
7. text message is garbage (Windows7-JA)

8. Create "Calc Spredsheet"
9. drop a text file (e.g, EUC-JP.txt)
10. appear Text Insert Dialoge
11. change to japanese(EUC-JP) in Character set
12. click "OK"
13. "これはEUC-JP形式のファイルです。" in A1

Drag-and-drop of text files should not prompt any dialogs.

If you need a custom encoding, use Insert/Document command and choose the 'Encoded text' filter manually.
