I personally only use the top ruler, as i like being able to set indents with it, and it would be nice to have easy access to disabling any of the rulers from the right-click context menu that appears, allowing you to change between the measurement units, rather than having to go into Tools > Options in order to do so. The context menu would ideally need two entries - 'Disable Ruler' and 'Disable Rulers'.
The ruler objects for horizontal and vertical are distinct so can be individually controlled. But not sure if the hooks needed to show or not show one or the other exist to tie to a context menu action. If so, should be an easy, and worthwhile adjustment. If they can't be shown/hidden independently, it would be more involved. But worth a look in either case.
Lets see if we can get some evaluation by a dev with some code pointers.

Have to revise my first assumption that we'd need two entries, as other entries in the context menu only effect the selected ruler, so only one entry is needed. Yep 'Hide Ruler' is better than 'Disable Ruler' and would result in less translation work.
