See the attached file.

Select any cell and click on "Justify". The height of the row containing the cell will visibly change.

E8 was already selected, so I went with that.

I had to enable a toolbar to see the Justify button:
View -> Toolbars -> Text Formatting

CONFIRMED: row height appears to increase slightly.

Status -> NEW

Robert: Is this a regression? Did previous versions justify without increasing the line height?

[there are more moments that row hight changes, especially in xls files is my idea. But - apologies - apart from one bug I filed, never bothered to create reproducible situations to file issues ]

It is due the added minimal-row-height in libo 4.2
Any change in cells in the line will increase the height to 4,5mm if it is less.

In my view this is a bug.  Such a "feature" serves no useful purpose, and reduces the lines available for display by 20% if one had 8px text before (which had an automatic line height of 3,6mm).

A 20% reduction of display content is a significant loss, so I would classify this as "major", since the regression is easily fixed in source code.

Repro 7.4+, changes to 0,61 cm. Seems Inherited, OO changed to 0,65 cm. 
I guess this may be WontFix. And it's certainly not Major bug.

As andréb already mentioned in Comment 4, this *IS* a major bug, and needs to be fixed. Layout is fundamental, especially when data is printed!

Why the effin' 'ell would I bother to help you any longer when the developers have told me that I will no longer be able to use any version of LO that removes this bug? Why does a glorified typewriter cum calculator needs the latest product of a convicted monopolist, while versions on open source can run forever?

Basically, count me out.
