You are aware of the setting Tools > Options > Calc > Formula ..Recalculate when loading a file ?
Yes, I am. This setting is set to always recalculate, both for Excel 2007+ and non-LibreOffice generated ODF files.

Could not reproduce with 5.1.2.1 Until the original reporter posts it is an issue with 5.x series, I close this bug.
