It works without regular expression, and seems doesn't matter how the options for regular expression are in Menu/Tools/Options/LibreOffice calc/Calculate. Attached source data file, and in the next comment target file. All versions affected and Aoo 4.1 Strange this issue hasn't been reported. At least I can find it.

These operations seem to work if the other array source files are pre-loaded into memory before executing the MATCH and VLOOKUP operations.

Bibisect where MATCH() is now working, could help to solve the issue also to VLOOKUP()
