For me not reproducible with LO 4.4.0.3, Win 8.1. The icon/function "Bullets On/Off" works as expected.

Simon, your screenshot shows LO 4.3. But you write about LO 4.4. Which exact OS are you using? Could you provide more detailed reproduce steps as requested in comment 3.
