When the regional settings are set so that the decimal mark is the comma ",", pasting a number with a dot "." as decimal mark paste it as text, without being able to change that behavior. So 23.2 is considered as text if per the regional settings the comma "," is the decimal mark. I suspect that the opposite is also true, so that 23,2 is considered as text if per the regional settings the dot "." is the decimal mark. Both 23.2 and 23,2 should be considered as numbers or there should be an option the paste special command to change the decimal mark for the pasted data. By the way, Excel 2010 has an option to use the text import assistant below the paste special command. This could an option to fix this bug.
Setting as new enhancement - allow text import in paste special.
As I know it can be done now. With paste-special selecting unformatted text it's possible to select the column and in column type select US English. This is also to open/Import csv/text files. We don't know how is the use case, there is also an option in: Menu/Tools/Options/Load-Save/HTML compatibility - Use 'English (USA)' locale for numbers. that work for past-special as formatted text RTF and HTML. So a true solution is already implemented, for me not a bug. Please if you are not agree reopen it.
Data entry would be much streamlined if Calc could automatically identify integers with dots or commas as decimal markers. Professionals in industries like journal publishing services, where accurate and fast workflow depend on exact data formatting, would benefit from such an upgrade. visit: https://thesiswritinghelp.com.pk/publication/research-article-publication/
