It would be useful to integrate the manage conditional formatting dialog (Format > Conditional Formatting > Manage...) into the sidebar for Calc.

Only if the dialg can stay a modal dialog. There is no way that we will make that a modeless dialog.

And that is something that is orthogonal to the sides bar design?

Based on comment 2 we cannot place the conditional formatting options at the sidebar. And access to the various types of conditions like at the main menu won't fix the request.
