Two page breaks, one before and one after (should be but isn’t)

The page break doesn’t work after the index in the documents .docx. In .doc it work fine and in .docx that is the only page break that doesn’t work.

Did you originally create the docx in LibreOffice? You don't have an odt version?

 The file comes from a template in .dot that I just downloaded in case it's needed.

Ok, I noticed that using the plain .dot file and saving to .docx, the page break after TOC is preserved.

So I thought you have simply edited your file in a way that has deleted the page break.

I fixed it in your own .docx by:
1. Adding an empty paragraph above 1. Brief Description
2. Selecting Use-Case Specification: <Use-Case Name> and cutting it, pasting it in the extra empty paragraph above 1. Brief Description
3. Inserting a page break in front of Use-Case Specification

I'm closing this as invalid, I hope you are ok with that.
