Presently, we have a UNO command for pasting unformatted text, but we still need additional paste special paste options like pasting formatted RTF text and HTML without comments, primarily for Writer.
Setting to NEW as its an enhancement.

What's this going to be used for?
Well the additional paste special options were to go in the Paste Special submenu in the context menu along with 'Unformatted Text' entry. Paste Paste Special Unformatted Text RTF Text HTML Without Comments - separator - More Options...

If that's the only use-case, I prefer instead to rework the dropdown of the Paste button to work in menu too.

The paste button dropdown shows all the paste special options and no more button, while here we only need a limited number of commonly used paste special options and a more button. But i'll leave it to you to decide and if you want to close this bug, please do.
