I'm noticing in Calc and Writer that the Paste action is not disabled while the clipboard is empty. Also in Calc the actions Cut and Copy are active if the input line has the focus without selecting anything. Maybe other parts of LibreOffice are affected too but I haven't tested them.

I'm also noticing that this happens for the entry "Select All" in Writer while the document is empty and in Calc while the input line is empty.

Installed xsel so I could clear clipboard by doing
xsel -bc

After that, the paste action was disabled everywhere in LibreOffice.

If I do Select all in a totally empty Writer document, nothing happens to copy & cut (they don't become active).

I'm using xsel for clearing and Ubuntu 15.04 as system too but the actions are not disabled here even if I'm setting LANG to en_US.utf8. Also maybe you want to test the Cut/Copy issue in Calc as I have described it to see if it happens for you there too.

Yes, I see cut/copy as active in Calc right away, but you have to create a new report for that one.

I can confirm same behavior in 5.3 x64 Elementary Linux Freya 0.3 (Ubuntu 14.04)

I've also given xsel -bc but paste in Writer is still active (only in Edit Menu, NOT on std toolbar).

From the same menu, Select All is active even in a new blank document. Doing it doesn't activate paste on std toolbar (in menu it's always on).
