Calc: Rotation of picture is not getting import and export

Picture rotation is not getting import on LO and export back to xlsx

Steps to reproduce:

Step to reproduce:
1. Open attached document in LO.
2. Save as xlsx.
3. open roundtrip file in excel 2010.

Expected behavior :
Picture rotation should get import and export.

Actual behavior:
Picture rotation is not getting import and export.

I confirm the problem Akshay.
In older versions of LibreOffice (roughly before 3.6) there was rotation, but the rendering was terrible.

FYI: rotation isn't set if twoCellAnchor is present, since http://cgit.freedesktop.org/libreoffice/core/commit/?id=1abc0695d770eebd21256a86aeee14a5384d84c7

I'm setting this ticket back to NEW as it has been inactive for more than 3
months.
Feel free to assign it back to you if you're still working on this.
Adding keyword 'regression' and 'bisected' as the problematic commits looks to be identified
