If you add a comment to a document and then select Print Preview, the comment will not appear in the previewed page format (however, it does appear when selecting Print and then using the arrow buttons to scroll through pages).

A test document with a comment which will not display in Print Preview.
I'd say this is similar to Bug 77650 in terms of a need to unify comments behavior in printing.
So, expected result here would be:
- add Comments pulldown menu in Print Preview instant toolbar, similar to the current Comments pulldown menu in File-Print dialog
I'd also expect preview to show comments as set in comments preferences in Printer settings ... > Options (under Debian GNU/Linux, may differ in other platforms). As of version 220.127.116.11 the possible options are:
- Comments only
- End of document
- End of page
- In margins
