empty toolbar context menu

When opening Draw, a blank toolbar appears on right of the standard toolbar which has no buttons that can be activated and is not listed in the View > Toolbars list. The toolbar also doesnt display its name, so there isnt a means of identifying what toolbar it is.

Regression as this doesnt occur in 4.4.
