After entering a cell for editing (F2 or DoubleClick) the context menu is available (by RightClick) - under conditions. It is not available if a formula is recognized. As pasting by Ctrl+V is also possible while editing formulae there should not be a clear reason for the exception. The behavior should be harmonized.

To Reproduce:

1. In cell A1 write "test";
2. Push enter
3. In A2 put "=SUM(1,1);
4. Push enter

5. Go to A1 and push F2
6. Right click in cell;

Observed: Context menu

7. Go to A2 and push F2
8. Right click

Expected: Same result as A1

Observed: No context menu.

Marking as:
Minor - can slow down professional quality work but won't prevent it
Low - default

@Wolfgang - in the future please provide reproducible steps like above - it helps a lot.
