How to reproduce:
- From the main Calc menu select Format | Page...
- Select the Header or Footer tab of the Page Style dialog
- Press the Edit.. button on the dialog to go to the Header / Footer dialog

On the bottom of the Header / Footer dialog there are several buttons for items to add to the Header or Footer.

The Title button has a downward arrow sign, but it is not a drop-down control. The only way to make a choice here (add file name or path instead of the title) is to long-click the button. This is highly unusual. I had to Google to find out about this. 

My suggestions:
Minimal: Make the Title button a drop-down list

More consistent with Writer, still clunky: Add a "More fields..." option

Better: Redesign; Maybe take cues from the recent UX-work on TOC layouts
