I just upgraded to 5.0.0.5 on Windows 8.1, and the some of the numbers on the ruler in Writer have many digits after the decimal places, with others missing:

1   3   4.00000000000001   <gap>  10  11  13  13.00000000000001 (etc)

strange...
I do not see that bug under Win8.1 x64 using LibO 5.0.0.4 and a recent 5.1.0.0 alpha

did you try resetting the user profile?

I tried removing the user profile.  It was regenerated when Writer started, but the ruler problem is still there.

In case it matters I'm running at 3840x2160.

that hi-res setting may be a clue.
did you try lower monitor resolution to see if the bug persists?
which is your graphic card? did it worked fine in previous LibO releases on the same system?

Does it only occur when the window is maximized?
Do you have HiDPI scaling turned on in Windows?

1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
