Confirming

drag and dropping a form into a folder works in 
Version: 4.3.5.2

but is impossible in

Could be the same as https://bugs.documentfoundation.org/show_bug.cgi?id=93018.

I have tried with LO 5.0.0.5 - copying of forms doesn't work. Moving into subfolders doesn't work.
But first I tried the LO 5.0.1.2. Here it works.
Seems the bug has been gone with 5.0.1.2.

The FIXED status is reserved to issues closed with a commit.

This bug seems to be a duplicate of bug93018. Bug 93018 has been fixed with a commit - the same commit, which fixed this bug ...

In addition to what Robert said, since Lionel indicated it was FIXED, we can trust him when it concerns Base and safely consider this FIXED :-)

FWIW, I put it as FIXED purely on base of comment 5. I expect "WORKSFORME" as "only the reporter had it", not "it was fixed, but we don't know by what commit".
