When recording changes, the effect of "restart numbering" is not shown, even if the numbers of the items changed (e.g.: "10.". became "1.").

Numbering is not shown as changed when recording changes, since OO.
So, "Restart Numbering" is just a consequence.

Now that Bug 42748 is fixed in LO 6.4, this wasn't. I set New again.

Steps from bug 144828

Steps to Reproduce:
1. Open attachment 175396 [details]
2.Go to the list, and use the Format – Lists - Restart numbering menu command on the 3. list element.
3. Under the Manage Changes panel, this information is not recorded/displayed.
