The two Navigation toolbars in Writer

Writer has two "Navigation" toolbars: one is available from the Navigator (2nd upper left button) and the other is available from View > Toolbars (see attachment).
These are different beasts allowing for (very) different activities. Hence, a disambiguation is necessary.
Thanks.

Hi Jean-François, agreed, set to New, changed writer to UI, added Jay - Sophie

Pitching it over to ux-advise to see which they think should be changed and to what. With my enhancement of the Navigator in bug 89566, the Navigation dialog will be eliminated.

Setting this as dup of 89566 to clean up a bit. See also https://design.blog.documentfoundation.org/2016/07/31/how-the-navigator-may-support-object-handling-in-libreoffice-draw/
