This is not a problem as the bug ID 84336 'cause it's different. Using Impress to make a normal and simple presentation saved in SWF (Flash) it saves the file but when used it doesn't worls as it should. 
What I did:
resized the page to 400x400 px (10,58 cm both);
included 13 pictures, and gave one only transition effect to all (fading); 
exported as SWF;

tried on Impress it works but when saved and loaded with Firefox it doesn't.
Tried on two different computers: one with Debian and the other with windows XP but result is the same.

Note: SWF Flash comes from Adobe and not anymore from Macromedia

Tried with a rectangle + fade in. No fade in observed in Firefox.
Tried checkerboard very slow. Firefox crashed.

Slide and animation timings are not respected

Everyone can reproduce with standalone player (projector) although you have no Flash Player plugin for web browsers, which available on Adobe  Flash Player Support Center.
