Created attachment 118582 [details] The mentioned demonstration of the bug The international (ISO) time format should be recognized in any locale. See specifications in "OpenDocument-v1.2-part2 6.10.18 TIMEVALUE", e.g. Entering 12:13:14 e.g. into a Calc cell or a table cell in Writer will not result in a numeric representation of the time if Italian(Italy) locale is applied. In Calc TIMEVALUE("12:13:14") will return "Err:502". See attached example file (odt which is containing an OLE Calc sheet). This was the case for all the tested version from 3.6.5.2 up to 5.0.0.5 and for AOO 4.1.1, too.
I have to add that my observations were as described under a German Windows 8.1 with 'English(UK)' user interface and 'Italian(Italy)' locale. OS version and UI language unchanged the issue did NOT show with any of (at least) 15 different locales including 'Italian(Switzerland)'. It also showed in AOO4.1.1 portable and some old LibO versions with 'Eglish (USA)' UI, the other settings and OS the same. (I reproduced this a few minutes ago. There are additional observations available. I will post about them as soon as somebody shows some interst in this.)
Confirmed. Win 7 Pro 64-bit, Version: 5.0.1.2 (32-bit) Build ID: 81898c9f5c0d43f3473ba111d7b351050be20261 Locale: fi-FI (fi_FI)
Component changed to 'Localization'.

Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from http://downloadarchive.documentfoundation.org/libreoffice/old/ 2.
