Steps:
1) Open attachment 118723 [details]
2) Notice that the chart title 'ColorFul 3 / Style 3' isnt in all capitals.

As the font effects drop down is disabled, shouldnt text which is imported which is set to capitals be changed to capitals?

To begin with: one can't even set font effects on a new LO chart either. 
So this is a feature request in the first place and not just an interop issue.
