Create a new document.
Add the section to it (for me it was "related topics")
Save the document.
Open the document.
select section and push delete
now, insert another section at the same place
Save the document

The first section doas not removed, but second section is inserted in it.

You cannot delete a section that way. Use the item "Edit IDs and Delete Sections" from HelpAuthoring menu.

Yes i faced this same issue, which is why i added "Edit IDs and Delete Sections" to the menu. :D
