Confirming in

Version: 5.1.0.0.alpha1+
Build ID: 11fe4810ad82eaeb50c164b33c4f908c8fc045f1
Locale : fr-FR (fr.UTF-8)

on OSX 10.11

The shortcut to Search/Replace does work though, so this might be a regression.

On pc Debian x86-64 with master sources updated today, I confirm the bug.
I got no specific logs on console.

I tried to find the root cause by creating a bt from Search/Replace location (svx/source/dialog/srchdlg.cxx:273, found with https://translations.documentfoundation.org by enabling keyid) which is ok but bt doesn't show where the command comes from. I've got only a stack of dispatch, binding ... methods.
In brief, I don't have a slight idea how to investigate :-(

Could confirm the behavior is already there (LO 5.3.0.0alpha1). But don't know, what you will look for in a database-form with "Find". If you create an external form in Writer you could activate "Find" - but it doesn't have a look for any content in a formcontrol.
There are other functions to search through the content of a table, which is linked to the form. "Find" doesn't work there.
It would be better to show this function is disabled in a form. At this moment it is a little bit irritating.
