Calc: Format -> Cells ... -> Border, but under 5.0.2.2 there is no pick list for Width:

What's your OS?
For the test, could you rename your LibreOffice directory profile (see https://wiki.documentfoundation.org/UserProfile) and give it a new try? Thank you

User profile causing the problem

Thanks for this ... I should have thought of it myself.

If I rename the user profile *and* uncheck 
Options -> LibreOffice -> View -> Use OpenGL for all rendering

the problem is resolved.

The component in my old user profile that caused the problem is attached.

I have added @Joel to the CC list as he is looking at user profiles causing problems.
