From the help: "Automatic" displays icons according to system settings and themes. It is not related to small screen. What do you have in your system settings? Set to NEEDINFO. Change back to UNCONFIRMED, if the problem persists even though you had small icons in system settings. Change to RESOLVED INVALID, if the problem went away.
In attachment https://bugs.documentfoundation.org/attachment.cgi?id=121132 is system with low resolution (800x600). Icons size is set to be automatic (if small resolution – small icons; if large resolution – large icons). I hope, that icons in toolbar would be small, but they are big.
I suggest to checking screen resolution in addition to "system settings and themes". Though I don't know, what system settings and themes in particular do you mean.

Created attachment 121191 [details] Icons in KDE OK, it was 22 for Toolbars and Main Toolbars. I changed both to 16. Restarted LibreOffice still has big icons.
