In order to reproduce:

[1] Create a new text document.
[2] Insert an image as background:
(a) Insert > Image… 
(b) Chose an image on your system which covers a greater area of a page.
(c) Context menu of image: Wrap > In Background.
[3] Create a rectangle with some text above the background. The area of the rectangle is blue and covers the background image. 
[4] Arrange the background image one level forward:
(a) Click into background. The background is selected.
(b) Context menu: Arrange > Bring Forward. The rectangle is still displayed above the background image.
[5] Try to change the rectangle. You neither can't select the text nor the rectangle itself. Hence a change is not possible. For a user this may be quite irritating. For me it seemed that according the display the background image is still in the background and according the selection the image is above the rectangle. To my opinion it should not be possible to arrange a background forward. That means at step 4b the item “Arrange” should not displayed or should be greyed if a background image is selected.
[6] You can revert the behaviour if you send the background one level back. Afterwards the rectangle can be changed again.

Bug still exists in version 5.3.0. (Win7)
Bug already exists in version 3.3.0. Hence inherited from OOo.

Bug still exists in version 6.0.2 (64 bit, Win 10). The bug also exists if you use a text box instead of an image.

Reproduce on Linux too

Shapes and text boxes cannot be selected unless they are placed in front of the image set as the background.

My opinion is  I would like to be able to select shapes because I can see them.
