Steps to Reproduce:
1. Open Spreadsheet
2. Select a any cell
2. Open a Menu -> Sheet -> Cell Comment

"Cell Comment" menu has Edit/Hide/Show/delete Comment.
However has not "Make Comment".
Need a "Make Comment".

It's in menu Insert > Comment, but should be also in Menu -> Sheet -> Cell Comment

On of the goals of streamlining the main menu was to remove duplicate entries (not sure if this was one it). And the comments are perfectly located at the insert menu since it's some kind of "secondary function". So I'd vote against moving or copying this item.
However, it is a perfect example for individualization (which needs improvements). Go to menu: tools > customize, select tab=menus, select menu=edit > click add, select category=insert, command=comment > add (close). You may sort the comments item up/down to the right position with the small arrows right hand of the list.
WORKSFORME, does it also for baffclan?
