Just noticed this bug under version 5.2.0.1 and it affects all 5.1 releases (tested back to 5.1.1.3) but it is not present in the 5.0 branch. This is a regression. Of course this begs to ask: why isn't there a Handout view? The Handout tab is actually showing the Handout Master. In the View menu there is no Handout view, only Handout Master This is also related to bug #91827 (see comment #3 by Yousuf)
Same issue happens with the 'Display Mode' control in the toolbar.

The correct fix for this issue is to hide the Handout Master tab in normal view and hide the Outline and Slide Sorter tabs when in master slide view, as mentioned in bug 91827 comment 3.

Handout is a page you prepare to print and distribute to people watching your presentation (hence the name Handout) There should be a Handout Master (where you design the Handout page and decide how many slides in each page) and a regular Handout where you would preview the actual handout page to be printed in large size (it has the same function as the Notes tab). I believe a Handout tab is still useful in normal view (the preview in Print > Handout is too small)

With the fix to bug 115453 the Master Handout button was removed, but the resolution outlined in comment 7 isn't implemented, and the available tabs haven't been reorganized.

I can confirm this specific problem no longer occurs in version 6.2.7 not because it was fixed but because the Handout tab has been removed. However if you click on the View menu and select Master Handout and then click on the other Tabs, it will still switch to Master mode. Adding a Handout Tab and a Handout item to the View menu will be a step forward to fix this confusion.

So in LO 7.4, that would be turning on "Views tab bar" in the view menu. Reducing to low/minor importance because of comment 17 and my own personal opinion that it isn't even worth my time to look into this.
