If it's been reported before comments should stay on the same bug unless you've been asked to create a new bug. What's the bug # of the other one where it has been reported? NEEDINFO.
Is it the same as Bug 85303?
Perhaps bug 67506 (maybe incorrectly duped to bug 71601) -- otherwise can not locate where "This bug has be reported before..." but OP suggests it is a new Windows 10 issue. But I can *not* confirm on troubles with Windows 10.
