Sum function not working

All of a sudden the sum of any range, even a simple one like A1:A2 with a "1" & "0" in the cells returns a zero. It seems to happen when there are formulas in the range that are returning the numbers I am try to sum. I am set to autocalculate in Tools/Cell contents, and have tried changing cell formatting all different ways. there are no errors in any of the cells in that range or the cells they refer to. the only workaround I have is to type out each cell in the range with a "+" inbetween. very tedious. Now as I'm preparing a sample sheet for you =IF(OR(ISNUMBER has stopped working and is returning a zero when it  should be a one. Please help I spent a lot of time on this sheet.

Your IF formula returns strings "1" or "0". SUM function ignore strings.
Delete the quotes surrounding 1 and 0.
