Comment when having the mouse over the relevant cell.

Same steps as https://bz.apache.org/ooo/show_bug.cgi?id=74140

To replicate the bug, follow these steps:
1. Write "test" in cell D24 (as an example) and attach the note, "This is a long
sentence." to D24 (Insert-Note)
2. Right click on the cell and select "Show Note"
3. Right click on the note and select "Text..."
4. Under "Text Animation" tag, select an "Effect" from the combo-box (choose only scroll effects, this doesn't happen with blinking)
5. Click OK to close the dialog box, then disable "Show Note"
6. Hover your mouse over the cell to see the bug. (Notice that when you move
your mouse away, the text remains in the display. See attached picture)

Context: I was looking at sc/source/ui/drawfunc/drtxtob.cxx:369 which seems like it is supposed to fix the 74140 bug.
