Have just upgraded to LibreOffice 5 form version 4 and unable to run existing macros or record new ones.
About record macros, you need to activate experimental features. Menu/Tools/Options/LibreOffice/Advanced - Enable experimental features. About run the macros, you need to set up properly the option Menu/Tools/Options/LibreOffice/Security - Macros security. I think there is not a bug, but if this doesn't solve your issues, please reopen it.

Please try resetting the user profile, sometimes solves strange issues. https://wiki.documentfoundation.org/UserProfile Usually it's enough renaming/deleting the file "user/registrymodifications.xcu", it affects all the options in Menu/Tools/Options, and the files "user/basic/dialog.xlc" and "scrip.xlc" are overwritten, additionally custom colors in "user/config/standard.soc" are lost.
