Shows non-displaying custom character styles

I created some custom styles but they do not show up in the list until you single click an item.  

Also the styles do not completely preview (not sure if they ever did).  For example, I altered the default Title 3 to include a green border but it doesn't show up.

Lastly, this toolbar should probably have the option to inherit the document's background color because I am editing the document in Web View mode and I have a black background.
