Sample data to create pivot table

Cannot create pivot table from Data > Pivot Table menu in 5.1.1.3. When select with mouse click Data > Pivot Table menu only Refresh and Delete options appears and both are greyed out.

Steps to repeat:
1. Open file in attachment
2. Select cell region A1:E13
3. Click on Data > Pivot Table in menu
4. Only greyed out Refresh and Delete options appears

Normally something like Create... should appear under Pivot Table menu in such cases.

Ubuntu 14.04 32 bit

I'm not sure if this regression affects only me, but it is really bad.

Try Insert > Pivot table...

It works and there is no regression, just an "improvement". The issue can be closed. 

However it is a bit confusing to split function between different menus. I'm not sure that this is valuable innovation.
