Hi,
when you create a cell format you can keep it in Calc for other file, you can saved in a document but not for the software.
I looking for add some useful cell format and keep it in Calc.
French phone number format:
0#" "##" "##" "##" "##
US phone number format:
[>9999999](000)000-0000;000-0000
ISBN-13 format:
###"-"#"-"#####"-"###"-"#
French social insurance ID:
[>=3000000000000]#" "##" "##" "##" "###" "###" | "##;#" "##" "##" "##" "###" "###
and other like that.

Thanks for using LibreOffice and reporting here.
Looking at what you write: my idea would be to use another default
template with the formats you need.
I set this to worksForMe. You may ask help if needed at
  http://www.libreoffice.org/get-help/community-support/
And if there turns out to be a real problem or lack in features, then
please reopen with some more details.
