If by "slight" you meant a widget control on a Sidebar content panel, widget objects are not drag and drop enabled in the GUI.

The ordering and packing of components in Sidebar Content panel are controlled via XML configuration and can bee manipulated with the Glade Interface designer or directly marked up.

I mean side. In the slides pannel.
Comment 3 mail8 2016-04-17 16:57:27 UTC
And I can drag and drop them.
Comment 4 V Stuart Foote 2016-04-17 18:11:28 UTC
OK, then that is the "Slide Pane" frame. Nothing to do with the Side bar.

And, can not confirm works correctly on Windows 10 Pro 64-bit en-US with current

Version: 5.1.2.2 (x64)
Build ID: d3bf12ecb743fc0d20e0be0c58ca359301eb705f
CPU Threads: 8; OS Version: Windows 6.19; UI Render: default;
Locale: en-US (en_US)

Please attach a test .ODP Impress document that consistently causes you issues with using the "Slide Pane", and write out your Steps to Reproduce when attaching it.
