I am working on a book project with 300+ pages. I am using page styles for even and odd pages. A page break with next page style odd page when inserted on an even page creates an empty even page. That page is missing in the created pdf. From that point on the page numbers in pdf and those found e.g. in the footer are no longer the same.
This bug may be related to 31606

Thanks for filing and the hint to bug 31606.
Question: how do you handle automatic inserted blank pages? There is a separate setting for that when printing from Writer and when exporting PDF..

The option Cor mentions is in the PDF Options dialog (File > Export to PDF). Be sure to chack it.

Thank for directing me to the available option in file / export to pdf. 
Selecting "Export automatically inserted blank pages" resolves the problem!

Minor concern: I am missing the footer line on the empty page. But alas LaTeX book also omits the footer on a blank page.

Please consider setting by default "Export automatically inserted blank pages".
Having a blank page in the pdf is no big trouble, winding up the page numbering is! If there is a concern that a blank page is confusing just let it have the footer and the page number may be printed and comforts the worried reader.

Wasn't the problem that a print and a PDF had a different number? If so those should be the same by default.

A similar idea has been discussed recently. Since there are various page styles possible, you enter a nasty area of arbitrary decisions on how to handle for which situation. And when printing mail merge letters one does not want numbering at all..

I did another test: Printing the document (printer=FreePdf). When printing I couldn't find an Option "Print automatically inserted blank pages". As a matter of fact my document currently counts pages up to 235, but only 232 pages were printed. Three blank pages were omitted. If I tried to send that print file to a printer with the option "print on both sides of paper" I would end up with even numbered pages sometimes printed on the front side (which is wrong for a book) and sometimes on the backside (which is correct for a book). I can not send such a file to a printer shop, I can not make a test print on my private printer printing on both sides of the paper.

So:
I can successfully export to pdf using option "Export automatically inserted blank pages".
I can not print using the printer feature "print on both sides of paper".

Printing is faulty, Exporting needs extra care to be correct.

p.s.: Latex book also creates empty pages (when necessary due to  \cleardoublepage) with no footer but the empty pages are really existing blank pages in a pdf.
