Typically UBUNTU installs LO without BASE.

if you execute a database file (.odb) directly, by clicking on it,  under these conditions you see a small error window which displays the very unhelpful message:

General Error.
General input/output error

Tested on a RaspberryPI3 running UBUNTU-Mate 16.04 with LO 5.1.2.2

Suspect, tho' not tested, that this will be true for all LO installs that do not include BASE.

By default with the TDF release, LO installs all modules, so this problem is distrib specific, therefore notourbug. Personally, I have only ever encountered this on Ubuntu.
